1. Chairman's  Message

 

On behalf of the Hong Kong Joint Council for People with Disabilities (Joint Council), I welcome you all to visit our website.

 

The Joint Council was established in 1964, it is the umbrella body of non-governmental organizations for and of persons with disabilities in Hong Kong.  The aims of the Joint Council are to promote the coordination and improvement of services and facilities for persons with disabilities, participate in policy review and formulation, conduct public education and develop new rehabilitation programmes.  It also plays an important role in the local and international rehabilitation field.

 

Since 2001, I have been the Chairperson of the Joint Council.  With the staunch support from the various stakeholders of rehabilitation fraternity, we have promoted the message of “A Society for All” for many years.  The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) has entered into force in the People’s Republic of China, including the Hong Kong Special Administrative Region (HKSAR), since 31 August 2008 and we will continue to promote the spirit and values “Make the Right Real” of the UNCRPD and join hands with different sectors to build a society of equal opportunities for people with disabilities.

 

With an aim to meet the needs of different disability groups, we hope that through this accessible website, you will learn more about us and our newest development.  We appreciate any comments you may have on the work of Joint Council or on this website.

2. History of Joint Council

 
The Hong Kong Joint Council for People with Disabilities is the umbrella body of non-governmental organizations for and of persons with disabilities in Hong Kong.  Formerly known as the Joint Council for the Physically and Mentally Disabled – Hong Kong, it was established in 1964 and granted exemption of registration under the Societies Ordinance.  The aims of the Joint Council are to promote the coordination and improvement of services and facilities for persons with disabilities, participate in policy review and formulation, conduct public education and develop new rehabilitation programmes.  It also plays an important role in the local and international rehabilitation field.  As the objectives of the Joint Council are similar to the Hong Kong Council of Social Service (HKCSS), the Joint Council was incorporated into the HKCSS and became the Rehabilitation Division of HKCSS in 1965.  Further to the 2001 organizational review and re-structuring of HKCSS, it has been agreed that such partnership relationship shall be maintained and the Management Committee of Joint Council would be equivalent to the Rehabilitation Specialized Committee of HKCSS.  In 2006, the Joint Council was incorporated and registered under the Companies Ordinance, also renaming as the Hong Kong Joint Council for People with Disabilities.

3. Objectives

 
  • To provide an information service, promote and coordinate courses of study, sponsor institutes, workshops, conferences, seminars, and undertake research into any aspect of disability, and to provide educational opportunities for workers in each or any branch or section of rehabilitation.
  • To work for better coordination and integration of the various services and facilities for persons with disabilities.
  • To educate the public regarding the social and economic rights and needs of persons with disabilities.
  • From time to time, as need arises, to obtain for its members the services of specialists in the field of disability.
  • To initiate, evaluate and help to develop and modify rehabilitation programmes and services.
  • To represent views of its members both locally and internationally.
  • To organize conference and meetings as and where appropriate.
  • To make recommendations to Government and to advocate and promote such legislations as may be deemed necessary to protect the interests and rights of persons with disabilities.
  • To establish and maintain relations or affiliations with organizations anywhere in the world having similar or the same objects, and to subscribe or donate to the same.
